It's seeing it as being disconnected instead of just powered off, there is a difference there. So if my default screen is set to screen 2, and the TV is powered off, screen 2 becomes screen 1.
I've never had a TV completed disappear from the screen list when powered off. There's not much you can expect of your computer in that event. The TV really is disconnected if the TV decided to fully disconnect. As you said, you've never had one do that before. So clearly this is a new TV Merry Christmas?? There are some 3rd party programs that actually handle this type of request well like Display Fusion. As I mentioned earlier, check out "Actual Multiple Monitors".
Its free and does a LOT. For example, you can specify that pop-up dialog always open on the monitor hosting the mouse.
This one is a huge scroll-saver for me. I hate working on the right-most monitor only to have to travel all the way to the far left to click 'ok' on some system window that wants permission to continue copying a folder, then travel all the way back to the far side.
Or have Notepad always open on monitor 3 that is in portrait mode, even if I last closed a document on a different monitor. I have tried a lot of tweaks like that, but your suggestions are working, so far. I have Adobe Acrobat opening on the secondary monitor now, and not opening one and then all successive on the main monitor. That was easy and yet so close to what I kept trying. I think it was the non-minimizing and non-maximizing that made all the difference.
